Grants
EPA Pollution
Prevention Grants Program
EPA seeks grant funding
applications from State and Tribal Governments for projects
that address the reduction or elimination of pollution by
businesses across all environmental media: air, water and
land - EPA has about $4.1 million in grant funds for the
program in FY 2006 - EPA notes that " ... The goal of the
grants program is to assist businesses and industries in
identifying better environmental strategies and solutions
for reducing or eliminating waste at the source. Funds
awarded through the grants program are to be used to support
State and Tribal P2 programs that address the reduction by
businesses of potentially harmful pollutants across all
environmental media: air, water, and land. Programs should
reflect comprehensive and coordinated pollution prevention
planning and implementation efforts within the State or
Tribe. Past P2 Grants have demonstrated that facilities have
ample opportunities to implement pollution prevention and
that source reduction can be a cost-effective way of meeting
or exceeding Federal and State regulatory requirements. For
purposes of this grant announcement, pollution
prevention/source reduction is defined as any practice
which: Reduces the amount of any hazardous substance,
pollutant, or contaminant entering any waste stream or
otherwise released into the environment (including fugitive
emissions) prior to recycling, treatment or disposal;
Reduces the hazards to public health and the environment
associated with the release of such substances, pollutants,
or contaminants; and Reduces or eliminates the creation of
pollutants through: (i) increased efficiency in the use of
raw materials, energy, water, or other resources; or (ii)
protection of natural resources by conservation. Examples of
pollution prevention/source reduction projects or activities
include: equipment or technology modifications, process or
procedure modifications, reformulation or redesign of
products, substitution of raw materials, and improvements in
housekeeping, maintenance, training, or inventory control
... For additional information and guidance about activities
covered by grants issued under the PPA ... see
http://www.epa.gov/oppt/p2home/p2policy/index.htm
... Examples of outcome measures expected to be achieved
under the grants awarded through this announcement include,
but are not limited to: Pounds of pollution reduced, BTUs of
energy conserved, Gallons of water saved, and Dollars saved
through P2 efforts. Examples of output measures expected to
be achieved under the grants awarded through this
announcement include, but are not limited to: Number of
stakeholder groups involved in the process, Number of
assistance visits, Number of workshops, trainings and
courses conducted, and Number of fact sheets developed or
distributed ..." - Details are posted at

Recycling Tidbits
Plastic Bag
Recycling Bill Passes California State Assembly
The California State Assembly has approved a
measure requiring grocery stores and
supermarkets to provide for the recycling of
plastic shopping bags. The bill now faces a vote
in the Senate. If enacted, the legislation would
require merchants to accept used grocery bags
from customers for recycling and to sell
reusable shopping bags as an alternative to
disposable bags. Plastic bag manufacturers would
be required to include print on bags informing
customers of the store recycling service and to
work with stores and recyclers to ensure proper
collection, transportation and recycling of the
bags.
NSWMA
Issues Greenhouse Gas Report
The National Solid Wastes Management Association
(NSWMA), Washington, has issued a new white
paper addressing the efforts of the solid waste
industry to reduce greenhouse gas (GHG)
emissions. According to the report titled
"Municipal Solid Waste Industry Reduces
Greenhouse Gases through Technical Innovation
and Operational Improvements," solid waste
services such as collection, recycling and
landfill operations account for only 0.1 percent
of the total GHG emissions from all sources.
However, despite this percentage, the solid
waste industry is continuing to reduce GHG in
its operations through collection and control of
landfill gas, energy production from municipal
solid waste and the construction of bioreactor
landfills. To download the report, visit
www.nswma.org.
