-Since the initial TERN meeting in July 2003, an advisory committee has met to draw up target policy brought into the January-February 2005 New Mexico legislature. And created an updated TERN report.

The NMRC in conjunction with the New Mexico Environment Department- Solid Waste Bureau,  hosted a one-day workshop on "Transforming the Economics of Recycling in New Mexico." 

 

The goal of the workshop was to explore innovative mechanisms to increase recycling in the state, especially legislative and economic instruments that would bring more funding into the equation. 

 

Over 70 recycling professionals from across the State brainstormed a vision for recycling in New Mexico and identified legislative and economic mechanisms to improve recycling in the state. 

 

Following is a prioritized list of the six mechanisms identified at the workshop.

 

1. Incremental increase in gross receipts tax for recycling
2. Tax incentives for materials processors
3. Pay as you throw
4. Tax exemptions for recycled products
5. Tipping fees
6. Plastic bag tax
